case class UpdatePool(cert: PoolRegistration) extends TransactionBuilderStep
Issues cert to update the parameters of a pool that is already registered.
The certificate is the same as for a new registration; only the ledger state tells them apart. The ledger charges the pool deposit for a new pool only, so TxBuilder.complete and TxBuilder.build balance this step with no pool deposit, while IssueCertificate pays it.
