The last enacted action of each purpose that has a chain of parents, pRoots of the ledger's Proposals (eras/conway/impl/src/Cardano/Ledger/Conway/Governance/Proposals.hs:240). A new proposal of a purpose names its root, or another proposal of the same purpose, as its parent.
